UAE Gambling Law in 2026: Licensing Rules and Register Checks

Federal gaming licence categories and a public register now let readers check UAE commercial gaming claims against GCGRA records. This guide covers oversight of lotteries, online gaming, sports wagering and physical venues, with a method for checking a claim against the register snapshot reviewed on 10 August 2026.

How commercial gaming is regulated in the UAE

A federal licensing system, not blanket approval

The General Commercial Gaming Regulatory Authority (GCGRA) issues federal licences for specified commercial gaming activities. Inclusion of an activity in its framework is not blanket approval for every venue, website or draw. Check that both the legal entity and its particular activity are recorded.

Status snapshot on 10 August 2026

Current public entries include The Game LLC as the UAE Lottery operator, the still-building Wynn Al Marjan facility and Coin Technology Projects LLC in internet gaming and sports wagering. Licensing does not mean a service has opened; the status notes below rely on regulator records and dated company statements.

Legal framework for gaming activity

What does commercial gaming mean?

The framework begins with Federal Law by Decree No. 30 of 2022. GCGRA describes commercial gaming as chance, or chance combined with skill, where a participant risks value in pursuit of money or another valuable item. Its published remit spans lotteries, online gaming, sports wagering, gaming machines and land-based venues; activities also require the applicable licence and local approvals.

Criminal provisions in one place

The relevant provisions appear in Federal Decree-Law No. 31 of 2021 on Crimes and Penalties. Written before internet gaming, this law addresses conventional gambling and does not expressly refer to websites or mobile apps. Article 460 defines gambling, followed by Articles 461 to 463, outlined below. Many foreign services hold overseas licences, including in Malta or Curaçao. TDRA access blocking is a documented enforcement measure; individual prosecutions are not widely documented. This overview is not advice for a particular legal matter.

ArticleSubjectWhat it covers
460DefinitionAn arrangement in which the loser provides money or another agreed item to the winner
461ParticipationParticipation and play in a public, open or prepared place
462OrganisationOpening or managing a place for gambling, or organising it in a covered place
463Instruments and premisesThe treatment of related instruments, money and the premises

Wynn Al Marjan and land-based gaming

The current licence

In the GCGRA register, Island 3 AMI FZ-LLC (trading as Wynn Al Marjan) appears in the land-based facility category. Wynn said on 4 October 2024 that its development company had secured the UAE's first Commercial Gaming Facility Operator licence, for the GCC's first licensed casino project.

A licence does not mean the doors are open

Construction continues at Wynn Al Marjan on Al Marjan Island in Ras Al Khaimah. The latest opening estimate is September 2027, and plans describe an approximately 18,500-square-metre gaming floor. Our Wynn Al Marjan guide follows the construction, accommodation, access and details not yet confirmed.

Online gaming and sports wagering categories

What appears in the official register

Coin Technology Projects LLC appears in the latest GCGRA record for internet gaming as well as sports wagering. No consumer brand or web address is shown beside the company. Do not associate a particular service with this entry unless an official source makes the connection.

A regulated category is not a list of sites

These categories place online gaming and sports wagering within GCGRA's regulatory remit. Their existence does not approve every service that can be accessed in the UAE, offers Arabic or English pages, or displays an AED balance.

How to read licences issued outside the UAE

What does a foreign licence prove?

An overseas certificate may show that an operator is supervised by the issuing authority for the activities specified there. It is not a GCGRA approval. Verify foreign oversight and UAE authorisation independently.

Signals that are not enough on their own

  • An English or Arabic interface.
  • A balance displayed in AED.
  • A regulator's logo without a direct register link.
  • A licence number that does not match the legal entity or domain.
  • A review elsewhere describing a service as approved.

Such signals can relate to design or promotion, but none proves local authorisation. If you cannot find a corresponding register entry, do not infer one from an affiliate, alternate business name or similar domain.

A practical process for checking a licence

The four matching steps

  1. Go directly to the register hosted by GCGRA rather than relying on a third-party image.
  2. Locate the registered company and check for a linked commercial name.
  3. Compare the listed category with the product or activity in question.
  4. Keep a dated record with the authority's web address and result.

If the details conflict

Request a direct regulator record showing the provider's legal identity, licence scope and category; a broad claim of international licensing is not enough. If a local licensee fails to clarify a documented mismatch, retain its reply and contact GCGRA through the complaints form.

FieldWhere to find itMismatch signal
Legal nameTerms and site footerA different entity from the register
Trading nameProduct interface and registerNo published connection
Licence typeRegister categoryA vendor licence presented as an operator licence
DomainOfficial product addressAn alternative address with no published link

Different licence categories, different services

Each activity needs its own category

A facility licence applies to a specified physical location and operator. Internet gaming authorises a digital activity, while sports wagering has its own register category. A company holding one approval cannot extend it to another product simply because it operates across several markets.

Local approvals remain part of the picture

GCGRA authorisation sits alongside any municipal or local approvals required for the project. News that a resort is being developed or that tourism plans have been announced is not evidence that its gaming operation has opened.

Payment availability does not confirm a licence

A payment rail does not prove licensing

Among the sites considered for this guide, Visa and Mastercard are the card networks encountered most often. A bank may decline a transaction tagged with a gambling merchant category. Payment approval or refusal is separate from GCGRA authorisation and says nothing conclusive about a site's licensing.

Do not infer local wallet acceptance

We have no confirmation that a casino directly accepts Apple Pay, Payit, e& money, du Pay, Botim Money, PayBy, Careem Pay or Aani. Inspect the cashier inside your own account and read its terms. Our UAE payment guide covers payment options; a wallet reference must not be treated as a licence record.

Why each claim needs a current source

The market changed in three years

GCGRA began operating in September 2023. The Game LLC won the UAE Lottery licence in July 2024, followed by Wynn's facility licence announcement in October 2024. The register now includes an internet gaming and sports wagering licensee too. This progression makes older descriptions of the market incomplete for August 2026.

Source order when claims conflict

For a status check, read the federal law first, then the live GCGRA register and dated regulator notices. Use the licensee's own releases for construction or opening plans. News coverage can provide background, but newer primary records take priority over an older headline.

Frequent misunderstandings about the rules

A civil law change does not repeal criminal provisions

On 1 June 2026, the replacement federal Civil Transactions Law came into force in place of the former civil code. This civil legislation change did not on its own repeal Articles 460 to 463 of the Crimes and Penalties Law; each statute needs separate review.

The licence, site and product are not the same thing

Common claimPractical correction
Every site with Arabic support is locally licensedLanguage does not establish a GCGRA register match
Wynn's licence means it is openIt is licensed but remains under construction
A lottery licence covers every gameEach activity has a defined category
A vendor licence lets the company take playersRead the licence type and do not confuse vendor with operator
The Civil Transactions Law replaced every other provisionCivil and criminal instruments must be checked separately

When you see an unclear claim, identify the company, the licence class, whether the product is live and when the source was published. These checks distinguish an approval from an opening date, and a registered entity from its customer-facing brand.

Entities currently relevant to consumers

The consumer-facing register at a glance

Below are the register entries most likely to matter to consumers, rather than the full list of technical suppliers. Consult GCGRA again before making a later decision; names and operating stages may change after 10 August 2026.

Big Ticket and Dubai Duty Free

In a notice published 9 December 2024, GCGRA said Big Ticket and Dubai Duty Free could keep running their longstanding airport lottery activities under its oversight. This arrangement predates and differs from The Game LLC's sole UAE Lottery operator licence.

A quick summary before you proceed

A one-minute check

Begin with the register and compare the entity, activity class, product and launch status. A familiar logo, a successful payment or a third-party description cannot substitute for a missing link.

  1. Can you locate the legal entity in GCGRA's directory?
  2. Does its listed activity cover the service you intend to use?
  3. Is the consumer brand or web address officially associated with it?
  4. Has the product opened, or is it still planned?
  5. Did you keep an official source with its publication date?

When is legal advice appropriate?

This page describes public rules and register entries; it cannot determine the outcome of an individual's contract, payment or dispute. For advice about a particular situation, ask a UAE-qualified lawyer to review the relevant documents and dates.

Age limits and safer play

Age thresholds in the GCGRA framework

GCGRA standards set 18 as the minimum age for lottery activity and 21 for other forms of commercial gaming. An 18+ content notice does not override the higher product threshold; licensees may verify age and identity before allowing access.

Licensing does not remove the risk of harm

Decide in advance how much you can spend and when you will stop; keep money for bills separate and do not try to win losses back. Our safer gambling guide walks through deposit controls, time-outs, self-exclusion and UAE support options.

Questions about UAE gaming licences

Answers drawn from public regulator records

The responses below cover GCGRA's responsibilities, listed entities, licence verification and age requirements as recorded at the time of review. Since the directory and operating details may be revised, check it again before acting later.

The General Commercial Gaming Regulatory Authority is the UAE's federal body for oversight, licensing and supervision of commercial gaming. Its published licence areas include lottery, internet gaming, sports wagering and land-based facilities.
